Gas Safety for Landlords in Manchester — The Full Picture
Under the Gas Safety (Installation and Use) Regulations 1998, landlords have a legal duty to ensure that all gas appliances, fittings and flues provided for tenants' use are maintained in a safe condition. This means arranging an inspection by a Gas Safe registered engineer every 12 months, keeping a record of each inspection for at least two years, and providing a copy of the current gas safety record (the CP12 certificate) to each tenant. New tenants must receive a copy before they move in; existing tenants must receive a copy within 28 days of the inspection being completed.
Failure to comply is a criminal offence. The Health and Safety Executive (HSE) enforces the regulations and can prosecute landlords who fail to meet their obligations. Beyond the legal consequences, an uninspected gas appliance that develops a fault — a cracked heat exchanger producing carbon monoxide, for instance, or a poorly ventilated gas fire — puts the people living in the property at serious risk. Carbon monoxide poisoning kills people in the UK every year, and the majority of cases involve either no CO alarm or an appliance that hasn't been properly maintained.
The CP12 inspection covers every gas appliance provided in the property — typically the boiler, gas hob or cooker, and any gas fires. The engineer checks each appliance for safe operation, tests for gas tightness on the supply pipework, checks that flues are clear and drawing correctly, and confirms that there's adequate ventilation for the appliances installed. Where an appliance is found to be unsafe, it will be classified as either "Immediately Dangerous" (ID) or "At Risk" (AR). An ID appliance must be taken out of use immediately; an AR appliance should be repaired or replaced as soon as possible. For HMO (Houses in Multiple Occupation) landlords, the requirements are the same as for standard lets — one gas safety inspection per year, certificates provided to all tenants.
